Position Objective:
The Deputy Police Chief is a senior level leadership position responsible for assisting with the administration, management and direction of the police department. Supports and works directly with the Chief of Police in the planning, coordination and supervision of personnel. Provides high level leadership to influence department members to excel within the community policing philosophy. Responsible for ensuring police protection to the city at all times. The Deputy Chief assumes responsibility for the department in the absence of the Chief of Police.

Assists the Chief of Police in the administration, supervision, and day-to-day operations of the Police Department; assumes command of department operations and responsibility for department staff in the absence of the Chief or as delegated.
Provides direct supervision to Captains and oversees department staffing and scheduling.
Serves as a confidential management representative in personnel and labor relations matters, including labor negotiations, performance management, grievances, mediation, arbitration, and related employee matters.
Participates in the recruitment and selection of department personnel and makes recommendations regarding hiring, promotion, transfer, demotion, specialized training, orientation, and reassignment; oversees the department performance evaluation process and maintains related personnel records.
Manages and oversees the department training program, including the Field Training Officer Program, training requests, orientation of new and reassigned employees, and annual safety training.
Conducts, delegates, and oversees administrative and internal affairs investigations involving alleged misconduct and makes recommendations to the Chief of Police; oversees the Commendation Review Board.
Oversees development, review, revision, and implementation of the department operations manual, policies, and procedures, including research, drafting, editing, and communication of department requirements.
Oversees department finances, including budget development and administration, expenditures, purchasing, invoices, contracts, payroll, and accounting; provides the Chief with regular financial reports and recommendations.
Researches, develops, and prepares grant applications and administers grant programs; assists with the development and execution of contracts awarded to or retained by the Police Department.
Oversees department law enforcement equipment and technology, serves as the Department Local Agency Security Officer (LASO), and ensures appropriate management and security of department resources.
Oversees specialized administrative functions of the Police Department.
Assists with emergency management matters and responds on or off duty to major incidents and emergencies as appropriate; indirectly supervises major criminal investigations and provides operational support during significant incidents.
Maintains effective working relationships with other City departments, law enforcement agencies, governmental organizations, and community partners; represents the Police Department at public meetings, events, and other community functions and presents a positive and professional image.
Assists in compiling and preparing the department's annual report and other administrative reports; researches and evaluates departmental programs and practices and recommends improvements as appropriate.
Performs other duties as assigned.
Knowledge, Skills and Abilities: Communications: Considerable ability to actively listen and understand others’ needs and situations and to speak, understand, and write English proficiently. Ability to assertively control conversations to quickly and accurately gather pertinent information and communicate it professionally and precisely to the appropriate recipient. Ability to read and understand correspondence and directives and prepare clear, concise reports. Considerable skill in oral and demonstrative presentations and in understanding and executing instructions as to both content and intent. Ability to plan, direct, lead, and supervise people in accordance with department goals, vision, and mission.
Decision Making: Considerable ability to manage diverse operations, evaluate organizational and management procedures, and recommend improvements. Must exercise decisiveness and sound judgment; assess problems and situations, anticipate needs, and evaluate alternatives. Ability to handle emergency and stressful situations without overreaction, remain flexible in adjusting to changing situations and procedures, and support and carry out directives. Considerable knowledge and ability to utilize appropriate resources and willingness to initiate their use. Ability to understand and carry out complex directions.
Interpersonal Relationships: Ability to deal consistently and cooperatively with individuals and groups and to be sensitive to others’ problems without becoming directly involved. Must maintain objectivity and exclude personal biases from work performance, accept criticism and/or discipline, and make necessary changes.
