This position is responsible for review of legal and other documents, including maps to be recorded to determine the type of document, recording codes and relevant information to be recorded. This position enters data in an automated recording system. This position is also responsible of preparation of Mineral County business licenses to license users within Mineral County. Essential Functions : (Performance of these functions is the reason the job exists. Assigned job tasks/duties are not limited to the essential functions). Responsible for all duties directly related to recording activities and all matters pertaining to recordation and archival of instruments (a variety of documents and maps) including: Recording of source documents of both paper and electronic type Scanning and indexing of recorded documents before verification, proofing and return to customers Filing of document orders, researching, microfiche and microfilm for the purpose of document retrieval and the receipting of certified copies and copies in general Extraction of documents for submission to imaging and data acquisition companies Maintain accurate account of Mining Claim Master Title Plats and working with our contracted mining mapper Assisting with the ongoing transfer and indexing of historical records into our recording system for the purpose of updating public access to all public records Calculation of recording fees and Real Property Transfer Tax (RPTT) from fee schedules Inspection of documents, including maps, presented for recording, for proper jurat, approval signatures, certifications and conformity to the law Deposit monies totaling over $100, along with the detailed deposit reporting to the Clerk-Treasurer’s office, maintaining an accurate accounting of fee/deposit reports during the month Responsible for all duties directly related to the processing of all new and renewable business, general, amusement, liquor, gaming and prostitution licenses in Mineral County including Collecting the applications and fees calculated from the fee schedule Entering fee payments and receipting through the Business License system Placing applications before the appropriate County departments for inspection and approving signatures before placing on agenda for Mineral County Commissioner Board final approval and signature Issuance of license certificates Organization and management for renewal billing Cross trained for proficiency in all functions of the Mineral County Recorder office Required to perform basic office tasks such as answering the phone, and answering questions for those unfamiliar with recording and business licensing procedures and requirements Knowledge, Skills and Abilities: (KSA’s are the attributes required to perform a job; generally demonstrated through qualifying experience, education or training). Knowledge of: Codes, policies and procedures regarding the recordation of legal documents Use of specified computer applications involving word processing, data entry and/or standard report generation Use of specified computer applications involving the design and management of databases or spreadsheet files and the development of report formats Business arithmetic Office administrative procedures and practices Record keeping principles and practices Correct business English, including spelling, grammar and punctuation Techniques for dealing with the public, in person and over the phone Skills to: Understanding, applying and explaining applicable codes and regulations Reviewing detailed documents for completeness, accuracy and compliance with regulations Analyzing and resolving varied office administrative problems Compiling and summarizing information and preparing periodic or special reports Organizing own work, setting priorities and meeting critical deadlines Contributing effectively to the accomplishment of team or department goals, objectives and activities Establishing and maintain effective work relationship with staff, coworkers and the public Ability to: Pass a background screening Read and interpret various types of maps Read and interpret State and Federal statutes Evaluate questions regarding property and mining recording and business license operations Maintain confidential data and information Possession of a valid Nevada driver’s license. Must be bondable and be able to obtain a Notary Public for the State of Nevada.
